I'm a web designer and coder gone artist. I've spent a lot of time playing with tools to create a good portfolio site without breaking the bank.
I wrote up a tutorial here. It takes as little as a half hour to set up, then all you do is upload images.

Note: you can use other hosting services that probably have better uptime, but Dreamhost is cheap and VERY easy to use.
